Roofing permits & building code in Center Township (Snyder County)

Roofing permit and contractor-licensing rules in Center Township (Snyder County) are set locally by Center Township (Snyder County) - Building Permits (Central Keystone COG). Pennsylvania issues no state roofing licence, but its Home Improvement Consumer Protection Act requires a contractor to register with the Attorney General’s Bureau of Consumer Protection before doing home improvement work, which the Act defines to include roofs on jobs over $500, unless the contractor’s home improvement work totalled less than $5,000 in the previous tax year — and the Uniform Construction Code applies to buildings throughout the Commonwealth as a minimum a municipality may exceed but not fall below, with ordinary repairs to a house outside it unless a local ordinance brings them in, so whether a reroof needs a permit is a municipal question — always confirm the current requirements with the authority before starting work.

Adopted building code
The 2021 International Residential Code, as adopted by the State in the Pennsylvania Uniform Construction Code (UCC). 34 Pa. Code 403.21(a)(7) adopts "The 'International Residential Code of 2021,' except that:" followed by the State's list of exclusions and modifications, effective January 1, 2026 (55 Pa.B. 7701). None of the State's changes touches Chapter 9, Roof Assemblies, or Section R803, Roof Sheathing, so those apply as the International Code Council publishes them. Work on existing buildings is also pointed to the State's existing-building code: "The repair, alteration, change of occupancy, addition and relocation of existing buildings must comply with Chapter 34 of the 'International Building Code of 2021' or with the 'International Existing Building Code of 2021'" (34 Pa. Code 403.21(f)). The UCC is the minimum everywhere in the state: "no municipality may propose or enact any ordinance which is less than the minimum requirement of the Uniform Construction Code" (Pennsylvania Construction Code Act, Act 45 of 1999, section 503(b)). The Act also lists work it "shall not apply to", including "Alterations to residential buildings which do not make structural changes or changes to means of egress" or to "Repairs to residential buildings," in each case "except as might be required by ordinances" kept in force under section 303(b)(1) or adopted under section 503 (Act 45 section 104(b)(5) and (6); 34 Pa. Code 403.1(b)(8) and (9)). The Act defines a repair as "The reconstruction or renewal of any part of an existing building for the purpose of its maintenance." So whether the code's roofing rules reach a given house reroof depends on the municipality's own ordinances. Everything above is Pennsylvania state law, the same in every municipality. Locally, Center Township's FAQ says "All permits will be issued by the Central Keystone COG, with the exception of a Accessory or Agricultural permit" and gives the COG's numbers, 877-457-9401 and 570-522-1326; the Central Keystone Council of Governments (CK-COG) lists Center Township among its Snyder County municipalities, and its office is at 1610 Industrial Boulevard, Suite 400A, Lewisburg, open Monday to Friday 7:30 am to 4:30 pm. CK-COG's 2021 Code Update page says "Please check back often for new links, videos, and helpful worksheets as we transition to the 2021 Codes," and the Township's pages and ordinance titles name no edition; this record does not decide which edition applies in the Township.
Permit process
Center Township's pages and its permit agency's pages name no ordinary reroof as permit work or as exempt. Center Township's FAQ says "All permits will be issued by the Central Keystone COG, with the exception of a Accessory or Agricultural permit" and gives the COG's numbers, 877-457-9401 and 570-522-1326; the Central Keystone Council of Governments (CK-COG) lists Center Township among its Snyder County municipalities, and its office is at 1610 Industrial Boulevard, Suite 400A, Lewisburg, open Monday to Friday 7:30 am to 4:30 pm. The Township's FAQ says "Center Township does not have zoning. However, The Central Keystone Cog needs approval from the Township Supervisor's before issing a permit," and CK-COG's Snyder County page says "Center Township requires Township Approval prior to construction" and "Setbacks and driveway permits are also required." CK-COG's Residential Building Permits page, read October 12, 2026, lists under "UCC Building Permits are required for:" the lines "ALL new construction," "Any roof repair/replacement of framing when attached to the house" and "Any roof addition when attached to the house, including those for decks and porches," and says "Even if your project does not require a Building Permit, it may require approval from your Municipality." It names no ordinary reroof either way, and its fee page says "Permit fees for repairs, alterations, and most additions, including pools and decks, are based on the number of inspections that will be required." The Township's Ordinances & Resolutions page says "All ordinances and resolutions are available for public review at the township office" and lists, by title only, "03-3 THE INTERNATION BUILDING CODE OF CENTER TWP." and "04-1 UNIFORM CONSTRUCTION CODE" beside older "BUILDING PERMITS" ordinances; none is posted online, so no Township ordinance text was read for this record and it does not say whether any of them reaches a house reroof. Under state law, Act 45 section 104(b)(5) and (6) list "Alterations to residential buildings which do not make structural changes or changes to means of egress" and "Repairs to residential buildings" among work the Act does not apply to, "except as might be required by ordinances in effect pursuant to section 303(b)(1) or adopted pursuant to section 503," and 34 Pa. Code 403.62(c) says "A permit is not required for the exceptions listed in § 403.1(b) (relating to scope) and the following, if the work does not violate a law or ordinance." Read for this answer: the Township's FAQ, Contact and Ordinances & Resolutions pages; CK-COG's home, Residential Building Permits, Residential Building Permit Fees, Additions or Alterations, Snyder County municipal, FAQ and Helpful Code Hints pages; none of them names a roofing permit type or an ordinary reroof. A search found no Township code on ecode360, General Code, American Legal Publishing, Municode or Code Publishing.
