STATE-SET, AND THE TOWN'S OWN CODE SAYS SO IN ITS OWN ENACTED TEXT. The residential rule that applies in Avon is 675 IAC 14-4.4, the 2020 Indiana Residential Code, whose opening section provides that "That certain document being titled the 2018 International Residential Code for One and Two Family Dwellings, first printing August 2017, published by the International Code Council ... is hereby incorporated by reference as if fully set out in this rule save and except those revisions made in this rule", and that "This rule shall be known as the 2020 Indiana Residential Code." It was filed November 26, 2019 and readopted on November 18, 2025 by the Readopted Final Rule at Indiana Register 20251210-IR-675240566RFA, effective January 1, 2026; every one of the rule's 245 sections carries that readoption in its own history line. THE TOWN'S OWN CODE OF ORDINANCES CONFIRMS THIS RATHER THAN LEAVING IT TO INFERENCE. Avon's Code of Ordinances, Chapter 7, Article 1, Section 7-6, "ADOPTION OF RULES BY REFERENCE," provides: "Building rules of the Indiana Fire Prevention and Building Safety Commission as set out in the following articles of Title 675 I.A.C. are hereby incorporated by reference in this code and shall include later amendments to those articles as the same are published in the Indiana Register or the Indiana Administrative Code with effective dates as fixed therein," and its list names "Article 14, One- and Two-Family Dwelling Code" among seven articles adopted, alongside Articles 13, 16, 17, 18, 19 and 20. So the Town's own ordinance both adopts the state residential rule and adopts it as a FLOATING reference that tracks later amendments automatically, exactly as IC 22-13-2-3(b) provides for a citation to the Indiana Administrative Code that names no specific edition. IC 22-13-2-3(a)(2) gives the commission's rules precedence over "any ordinance or other regulation adopted by a political subdivision that covers the same subject matter as the commission's fire safety rules or building rules", and IC 22-13-2-3(c) provides that "A city, town, or county may not adopt an ordinance that conflicts with or includes more stringent or detailed requirements than the commission's rules." Indiana is the strongest building-code ceiling in this book: a town may not be stricter, and may not be more detailed either. WHAT WAS READ THIS SESSION, AND WHAT REMAINS UNREAD. The Town's Code of Ordinances is published two ways: as a 461-page PDF, "Town of Avon Indiana Code Book," posted on the Town's own website and current through June 30, 2022, which was fetched and read in full this session; and, for anything enacted since, on a vendor platform (avon.municipalcodeonline.com) whose general-code book returns an HTTP 500 error to every scripted request, while its Unified Development Ordinance book returns an empty client-rendered shell with no readable text to a scripted fetch. Chapter 7 of the 2022 Code Book, all seven articles (Enforcement of Building Standards, Building Code, Wrecking and Demolition, Zoning, Fire Prevention Code, Subdivision Control Ordinance), was read in full and contains no residential-code edition of its own beyond the Section 7-6 adoption-by-reference quoted above, and no amendment to it. Any ordinance enacted after June 30, 2022 that might touch Chapter 7 has not been read. That does not change the answer here: the state rule governs either way, and the Town's own ordinance names no fixed edition to be superseded. ONE VOCABULARY WARNING: "Class 2 structure" in Indiana means a one or two dwelling unit building. It is a STRUCTURE class and has nothing to do with a fire class or an impact class of roof covering.

WHERE AND HOW. The Avon Building Department is at Avon Town Hall, 6570 East US Highway 36, Avon, Indiana 46123, on (317) 272-0948, fax (317) 272-0949. The office is open 8:00 am to 4:30 pm Monday through Friday and closes for lunch every day from 11:30 am to 12:30 pm. Mike Tulli has been Building Commissioner since 1996 and is a State Certified Building Inspector for Residential and Commercial Buildings and a State Certified Plans Examiner; Nathan Noyes is Assistant Building Commissioner and Laura Finley is Building Inspector and Planning Technician. APPLYING. The Town asks that applications be submitted online through its permit portal, and states that "right now, we can only accept cashier's check or credit card as payment." A Building Permit Application form is also published as a PDF. To schedule inspections through the contractor portal a contractor needs a "Contractor Access Code" issued by the Town. WHAT THE APPLICATION COMMITS YOU TO. Review may take up to 30 days. Work cannot start before the permit is posted and cannot continue if it is destroyed, lost or stolen - a new permit must be posted. The permit must be posted on site in a conspicuous location, visible from the street, for the entire period of construction. The permit becomes void if work has not started within twelve months of the date of issue. Any change or deviation from the original application requires a new permit. The applicant is responsible for scheduling all inspections and must quote the permit number. A structure cannot be occupied until all inspections have been approved and a Certificate of Occupancy issued. FEES. The current schedule is the 2026 Building Permit Fee Schedule, published as Exhibit A to Ordinance 2026-08 and updated August 2026. A residential re-roof is $134.00 whether it is a one-layer job or a complete removal. Re-inspections are billed separately at $134.00, $234.00 and $434.00 for the first, second and third additional inspection. The application also warns that the application fee does not include design review or construction management review fees, which are payable directly to the engineering firms the Town specifies. A SCOPE POINT. Avon runs its own building department. Hendricks County also runs one for the parts of the county that have not taken the function, and the two have different rules - notably the County requires a contractor to be on its Contractor Listing before it will accept a permit application.
