Stat. 48-2104(1), in the Contractor Registration Act: "Before performing any construction work in Nebraska, a contractor shall be registered with the department." The department is the Nebraska Department of Labor. A roofer is inside the definitions rather than at their edge: "Construction" means "work on real property and annexations, including new work, additions, alterations, reconstruction, installations, and repairs" (48-2103(2)), and "Contractor" means a person or firm "engaged in the business of the construction, alteration, repairing, dismantling, or demolition of buildings ... and every other type of structure" (48-2103(3)). Two exemptions, both in 48-2104(1): a person who performs work, or has work performed, on his or her own property; and "any person who earns less than five thousand dollars annually for construction services." That threshold is annual earnings for construction services, not the value of one job, so it will rarely reach a working roofer.
  • city_level: REQUIRED, AND ROOFING IS NAMED. Alliance Municipal Code Section 105-241(a): "Any person or corporation, engaged in the business of performing work requiring a permit within the city's jurisdiction, shall be licensed as a contractor by the city unless otherwise exempted from doing so in City Code." Subcontractors need their own licence under 105-241(b). The class that covers a roofer is the Basic Building Contractor under Section 105-242(1), whose work allowed is stated as "May do cement and concrete work, masonry, roofing, siding, drywall, framing, and other similar types of work, but may not act as a general contractor"; its licensing requirement is to "Provide references for one year of relevant work experience or proof of licensing in another jurisdiction." A Residential General Contractor licence, which adds hiring and coordinating other trades on one- and two-family dwellings, requires the ICC Residential Building Contractor exam and three years of referenced experience, and the City may accept an equivalent licence from another jurisdiction. Every licence needs a certificate of insurance showing liability cover of at least $300,000.00 (or $1,000,000.00 for tower construction) valid for the licence period, covering the applicant and their employees, plus the annual fee set by Council. Licences expire April 30 every year and must be renewed. The bite is at the counter: under Section 105-221(d) no permit issues to anyone without the appropriate City licence, except to the bona fide owner-occupier of a one-family dwelling who personally buys the materials and does the labour.
