70620-CA is a single-component, moisture-cured, fire-retardant aromatic polyurethane base coat (Hempel code 474JB) for polyurethane foam, concrete, modified bitumen, smooth BUR and single-ply roofs, used under the 7490-CA topcoat in Neogard's Elasta-Gard and Permathane Aliphatic II systems. Its product data sheet lists 1,000 psi tensile strength and 375 percent elongation (ASTM D412), 81 percent solids by weight and 77 percent by volume, VOC of 47 g/L, a six-month shelf life and a pass under ASTM E108 as part of a system, in dark gray only, and states it is not UV resistant and not intended as a topcoat.
