GacoBase U95 is a two-component, bio-based urethane base coat for rejuvenating aged asphaltic, single-ply, and previously coated roofs and protecting foam roofs, and Gaco's product page names built-up gravel roof encapsulation as its primary use. The product data sheet states it resists oil migration on asphaltic roofs without a bleed-blocking primer, is not a finish coat, and must be top coated with GacoFlex silicone, aliphatic urethane, or acrylic coatings. It is 100% solids, supplied as U9511P Part A (gray) and U95I Part B (clear), with a theoretical coverage of 100 sq ft per gallon at 16 mils. Listed approvals are UL 790 Class A, FM Approval, and USDA BioPreferred; it is not for previously silicone-coated roofs or ponding areas.
