The building permit authority for the City of Victor, a small statutory city in Teller County near Cripple Creek. The City operates its own Building Department pursuant to its Municipal Code and contracts with ShumsCoda (doing business as Colorado Code Consulting) for plan review and inspections. The City has adopted the 2012 International Building Code by ordinance, with local amendments codified in Chapter 18 of the Victor Municipal Code.

Permit process note
The Building Permits page states: "Victor municipal code requires a building permit for most construction, remodel or demolition of any building within the City limits." Applications and required plans are submitted at Victor City Hall, 500 W. Victor Ave. "Construction may not commence until the building permit has been issued and the permit posted on the building/property." Permits become "null and void if no inspections occur for a period of one year (365 days)." The Building Department publishes a dedicated "2012 Roof Building Guide" among its project-specific Building Guides for submitting roofing plans.

Sec. 18-1-10 of the Victor Municipal Code states: "Pursuant to Section 31-16-202, C.R.S., there is hereby adopted by reference the International Building Code, 2012 edition, including Appendices B and I... except that portion of the 2012 International Building Code entitled '2012 International Property Maintenance Code' and that portion entitled 'ICC Electrical Code,' which are not adopted by the ordinance codified herein."
