Electrical, mechanical, and plumbing contractors must be State of Oklahoma licensed and registered with the department before starting work.

  • license: Tulsa County's "For Obtaining a Building Permit" guidance states "All contractors are required to be State Licensed and registered with Tulsa County and will need a permit to start to work" and "All Electrical, Plumbing and Mechanical work in Tulsa County shall be performed by a State licensed and County Registered Contractor." The county's Order of Inspections likewise states "All Electrical, Mechanical, and Plumbing Contractors must be licensed with the State of Oklahoma. All Electrical, Mechanical, and Plumbing Contractors must also be registered with Tulsa County Inspections before commencing any work." The Inspections Fee Schedule lists a $100.00 Contractor Registration fee.

The Inspections Department page states it "issues all building and trade permits in the unincorporated areas of Tulsa County, including new residential and commercial building and remodeling permits; as well as demolitions, cell tower, billboard, house moving and earth change permits," applied for through the county's SmartGov portal. The department's residential permit guidance states "Tulsa County issues building permits only for the unincorporated areas of Tulsa County" and that "[p]ermits are required for all property improvements including new structures (residential and commercial), additions to existing structures, placement of mobile homes, construction of outbuildings, swimming pools, signs, cell towers, ponds, earth change, or development of any kind."
Inspection requirements
Tulsa County's Order of Inspections document states "All permits are issued by the Tulsa County Inspections Department" and lists the required inspection sequence for permitted construction (site/footing/erosion control, rough frame, final frame, final building occupancy, plus trade finals), noting inspections must be called in to 918-596-5293 before 9:30 a.m. for same-day service, with the permit number and site address required. The companion Inspection Regulations document notes that the "Rough Framing inspection takes place after structure is completely framed, except the roof decking."
