The Town's "Municipal Codes" page links the full 182-page Sugar City Municipal Code (Ordinance No. 2024-101, "AN ORDINANCE AMENDING AND ADOPTING THE SUGAR CITY MUNICIPAL CODE"). Title 15, Sec. 15.02.010 ("Building code adopted") states: "the 'International Building Code' 2016 edition, including the International Building Code Appendices... is adopted by reference as the building code for the Town of Sugar City," and that its subject matter "includes comprehensive provisions and standards regulating the erection, construction, enlargement, alteration, repair, moving, removal, conversion, demolition, occupancy, equipment, use, height, area, and maintenance of all buildings and structures... and further provides for the issuance of permits and the collection of fees therefore." The code contains no roofing-specific permit language. It separately requires a general "town business license" (Chapter 5.12) for "any person engaged in business in the Town of Sugar City," a general business license rather than a construction-trade contractor registration.

Municipal Code Sec. 15.02.010(A): "Pursuant to Title 31, Article 16, Part 2 of the Colorado Revised Statutes the 'International Building Code' 2016 edition, including the International Building Code Appendices... is adopted by reference as the building code for the Town of Sugar City." Sec. 15.02.020 separately adopts the "International Property Maintenance Code" 2012 edition. Three copies of each are kept on file with the town clerk.
