Permit process note
Ordinance No. 73B (adopted August 11, 2022) amends Ordinance No. 89-A, Section 15.08 ("Permit - Fee"), reciting that "Ordinance No. 89-A, Section 15.08, creates a procedure wherein building permits are requested and administered through a zoning permit committee," and resets the fee: "A fee for the examination and administration of a building permit shall be payable to the Town of Stratton upon receipt of the application for the building permit; the fee shall be Twenty-five Dollars ($25.00) for fences, roofs, car ports, sheds (12x12 or smaller), porches & awnings and sidewalks, and One Hundred Dollars ($100.00) for Garages, shops, home additions and new builds. Any permit will only be good for a period of one (1) year from the date of issuance of the permit." Because a specific $25.00 building-permit fee is named for "roofs," roofing_permit_required is set true on that basis. The ordinance cites C.R.S. 31-15-601 as the Town's statutory authority to "regulate the construction, repair, and use of buildings." No separate Town-level general contractor license/registration requirement was found in the ordinances reviewed.
Adopted code
Ordinance No. 94B (adopted April 8, 2026): "AN ORDINANCE OF THE BOARD OF TRUSTEES OF THE TOWN OF STRATTON ADOPTING BY REFERENCE THE 2025 EDITION OF THE COLORADO WILDFIRE RESILIENCY CODE." Section 1 states: "Pursuant to C.R.S. Section 31-16-202, the Colorado Wildfire Resiliency Code, published by the Colorado Wildfire Resiliency Code Board... is hereby adopted by reference. The subject matter of the Colorado Wildfire Resiliency Code includes provisions regarding the construction, alteration, movement, repair, maintenance and use of any building, structure or premises that contain occupiable or habitable space... within the wildland-urban interface areas of Colorado." Section 3.B amends Section 103.1 (Creation of agency): "The Town Building Department is the official in charge thereof and shall be known as the code official... in cooperation with the County of Kit Carson, Colorado." No general IBC or IRC building-code adoption ordinance was found among Stratton's published ordinances (Ordinances 1-101A and 1B-97B, reviewed via the Town's online ordinance archive); the Town's only currently codified construction-related codes located are the Model Traffic Code (Ordinances 8A/13A/24B/39B, various editions) and this 2025 Wildfire Resiliency Code.
