Permit process note
The Building & Code Enforcement page states: "As of July 1st, 2026, the Colorado Wildfire Resiliency Code is being enforced for new and applicable retrofit construction. Notably, this will require that new roofing, siding, window, and fencing projects be permitted, using the standard fee schedule below... Applicable code requirements will depend on location, historic preservation classification, and various other factors... All of Silverton falls into either Moderate or High Intensity Class 2; San Juan County properties variously cover the range of classes." The Town's separate "Building Department Requirements" sheet states improvement permits are required for any project over $500 (labor and materials), that contractors need a letter of authority from the property owner to sign the permit, and that work commencing before permit issuance is subject to double fees. Building permit fees follow a 2025 valuation-based fee schedule (e.g., $30 for $1-$500 projects up to $7,025 + $5/$1,000 for projects over $1,000,000).
Inspection requirements
Inspections require a minimum 24-hour advance notice to the Building Department (970-946-9031), providing the permit name, physical address, permit number, inspection type, and requested time. Required inspections before a Certificate of Occupancy include footers (with rebar), stem walls/slabs (with rebar), rough-in electrical and plumbing followed by rough-in framing, sheet rock nail/screw inspection, final electrical and plumbing, and final compliance for occupancy.
Adopted code
The Building & Code Enforcement page states: "The Town and County have adopted the 2015 versions of the International Code Councils: ICC/IBC/IRC," and that the Colorado Wildfire Resiliency Code has been enforced since July 1, 2026. The Town's "Building Department Requirements" sheet specifies the Town uses "the 2015 IBC, IRC, IMC, IFGC, IECC, IFC, and the latest National Electric Code and Plumbing Code adopted by the State of Colorado," with local design criteria of 110 lbs snow load (120 lbs above 10,000 feet), 110 MPH wind load, Seismic Design Category "C," energy requirements of R49 roof/ceilings, R20+5 exterior walls, and R38 floor, and a local roofing requirement of "Full waterproofing to cover roof completely."
