The regional building permit authority serving all of Routt County, Colorado, including rural Routt County, the City of Steamboat Springs, and the Towns of Hayden, Oak Creek, and Yampa. Roof replacements require permits under the department's Residential and Commercial Building Roofing and Window Door Replacement Permit Fee Policy, contractors must hold an ICC or B.E.S.T. contractor certification to register, and the department has adopted the 2021 ICC code series effective January 1, 2024.

Registration details
  • license: All contractors applying for permits as a legal applicant must hold an ICC Contractor Certification or a B.E.S.T. Test Contractor Certification Card (state-licensed electricians and plumbers are exempt). Roofing contractors need the ICC Contractors Certificate for Exam F14 National Standard Roofing Contractor, which allows roofing work on all buildings and structures with no limitations. Contractors must also provide a commercial general liability insurance certificate with minimum 1,000,000 dollar coverage listing the Routt County Board of County Commissioners as additional insured, plus proof of workers' compensation insurance.

All building permits for unincorporated Routt County and the Towns of Hayden, Oak Creek, and Yampa are submitted online through the Routt County CityView permitting portal.

Adopted code
The Routt County Regional Building Department adopted the 2021 ICC Series for the IBC, IRC, IECC, IEBC, IFGC, IPC, IMC, and IPMC effective January 1, 2024, along with portions of the 2021 IWUIC and the Colorado Model State Electric and Solar Ready Code.
