- license: RTC Sec. 4.16.010 states: "Any contractor doing work within the limits of the Town of Rockvale will apply for a contractor's license. The fee for a Contractor's License will be the sum of one hundred ($100.00) dollars. Renewable each year and will be valid from January 1 to December 31 of the calendar year." Applicants must supply a Certificate of Insurance and "carry a minimum of $1,000,000.00 liability insurance"; the general contractor is responsible for ensuring subcontractors hold appropriate licenses/insurance. Sec. 4.16.020 sets a $1,500 fine and/or up to 90 days in jail for contractors doing work without the license/insurance.
Permit process note
RTC Sec. 4.12.010 states: "All building erection, construction, alteration, repair, moving, demolition..., and/or conversion of any structure in the Town of Rockvale, Colorado will require a permit application to be filled out and returned to the Town Clerk," reviewed by the Planning and Zoning Board, with required documentation (proof of ownership, plot plan, engineered septic plan/perc test, blueprints, floor plan for modular/manufactured homes). The section lists specific exclusions from the permit-application process (agricultural buildings, remodeling without structural changes, enclosing an already-roofed porch/deck, concrete flatwork not serving as a foundation, storage sheds 120 sq ft or less) — roofing/re-roofing is not named among these exclusions, but the code also does not explicitly name "roofing" or "re-roof" as requiring a permit, so roofing_permit_required is not asserted here. Building permit fees are 1% of project valuation (minimum $100), with per-square-foot valuation rates set by structure type (e.g. $150/sq ft for a home). Permits expire if work is not commenced within 180 days or is suspended/abandoned for 180 days (Sec. 4.12.030). Electrical and plumbing permits/inspections are handled by the State of Colorado, not the Town (Sec. 4.12.010).

RTC Sec. 4.04.040 adopts the 2006 edition of the International Residential Code "for regulating the erection, construction, enlargement, alteration, repair, moving, removal, demolition, conversion, occupancy, equipment use, height, area, and maintenance of all buildings and structures in the Town of Rockvale." Sec. 4.04.050 adopts the 2006 edition of the International Energy Conservation Code. Sec. 4.08.010 (definitions) and Sec. 4.12.010/4.12.050 also reference the 1994 Uniform Building Code (UBC) for specific definitions, permit exclusions, and the penalty clause, and Sec. 4.20.010 separately refers to "the IBC 2006 Code" for building materials not otherwise addressed — the Rockvale Town Code's own text is inconsistent as to whether a 2006 IBC edition (versus the 1994 UBC) governs commercial/non-residential construction; this should be confirmed directly with the Town Clerk before publishing a single adopted-code edition.
