  • license: Raytown's Building & Inspections page states "All contractors working in the City of Raytown are required to posses a current business license issued by the City of Raytown Community Development Department," obtained by contacting Community Development at 816-737-6014, and "This will be verified prior to the permit issuance." The city's separate Master Craftsman license is required only for "electrical, mechanical and plumbing contractors" per the same page; roofing is not listed among the Craftsman-licensed trades.
Permit process note
The Building Permits page's "When is a building permit required?" FAQ states: "Most construction projects and property improvements require a permit before work begins. This includes, but is not limited to, new construction, appliance installations or replacements, roof replacements, basement finishes, driveway expansions, and many other home or commercial improvement projects." It adds that "the City's adopted building, plumbing, electrical, and mechanical codes identify the types of work that are exempt from permitting," with no stated exemption or sheathing/decking condition for roof replacements. Separately, "Property owners may obtain permits for construction only if all three of the following conditions are met: the owner is performing the work themselves, the owner resides on the property, and the owner holds title to the property. If any one of these conditions is not met, a licensed contractor must obtain the permit and perform the work."
Inspection requirements
Per the Building Permits page: "Different project types require different inspections during construction. Inspections must be scheduled at least 48 hours in advance." "Reinspection fees apply when the same inspection is performed a third time." "Most inspections could last up to 30 minutes, but some more complicated projects may take longer."
