Permit process note
The city's Residential Building Permit Exceptions and Guidance page (referencing Municipal Code 16.100.105.2) states under "Roofing and Re-Roofing": "A permit is not required." Re-roofing is considered a repair, unless switching from a light roof covering, such as asphalt or wood shingles, to a heavy roof covering, such as concrete tiles, clay tiles or slate - that change "requires a permit and an engineered analysis of the roof structure, and may require additional reinforcement." The guidance adds material rules that still apply without a permit: no more than two layers of any type of covering; if two or more layers are in place, all layers must be removed before installing additional roofing; a composition roof may be installed over wood shingles (not over wood shakes) if the shingle manufacturer allows it; roof decking "shall be inspected by the roofer" with necessary repairs made, and "The City will not inspect this type of project." An ice barrier is required for asphalt shingles, metal roof shingles, mineral-surfaced roll roofing, slate and slate-type shingles, wood shingles and wood shakes, extending from the lowest roof edges to not less than 24 inches inside the exterior wall line.
