The building permit authority for the Town of Ordway, the county seat of Crowley County, Colorado. The town's Board of Trustees appoints a "town building permit agent" to issue building permits; the town's municipal code requires a permit for any structure or substantial improvement to any structure, and separately adopts the 1994-edition Uniform Building Code.

Permit process note
Ordway Municipal Code § 15.12.010 makes it unlawful for any person, firm, corporation, partnership, association or other legal entity to "construct or cause to be constructed any structure or substantial improvement to any structure (residential, industrial, commercial or otherwise) without first obtaining a permit to construct the same from the town building permit agent of the town of Ordway." Permit issuance additionally requires the building permit agent to confirm the site is reasonably safe from flooding (§ 15.12.020). The town's own "Building Permit Application" form (posted under Forms, Permits, and Applications) is a general-purpose building permit covering any construction project; it collects the property owner, contractor, description of work, and job valuation, and requires the applicant to certify that "work cannot start without a permit and that all work will be done in compliance with State Building Codes and City Ordinances." Neither the code nor the form names roofing or re-roofing specifically, so roofing work is covered only under this general permit requirement, not a standalone roofing-permit provision.

Ordway Municipal Code § 15.04.010 adopts "the Uniform Building Code, 1994 Edition, published by the International Conference of Building Officials ... together with the Uniform Building Code Standards, 1994 Edition ... and all additions, changes, modifications, and all future editions as amended." § 15.08.010 separately adopts the 1994-edition Uniform Code for the Abatement of Dangerous Buildings. No IRC/IBC (International Code Council) edition is referenced anywhere in the code; Title 15 has not been recodified since these 1990s-era Uniform Code adoptions.
