Permit process note
Land Use Code Section 1501.5 states: "It shall be unlawful to commence the excavation for, or the construction of, or movement of any building or any structure, including accessory structures until the Building Inspector and Enforcement Official of the Town of Ophir has each issued a building permit for such work." Section 1501.7 requires plan sets including "Roof, all floor, and foundation plans for the architectural as well as structural design" and states "All building permits expire after one year if the Building Inspector determines that sufficient progress has not been made." Appendix B (2018 IRC Amendments) adds Section R105.1.1: "Re-roofing Permit. A permit is required to reroof any structure governed by the IRC," and amends Section R105.5 (Expiration) to read: "Work must commence within 180 days of issuing the permit," with mandatory inspections at: "Reinforcement in footings or structural (monolithic) slab," "Reinforcement in stem-wall or basement-wall," "Wall and roof sheathing (as required by AHJ)," "Framing," "Insulation," "Drywall or other interior wall coverings," and "All finial [final] inspections." The Town's Building Permit Application Requirements document requires plan sets to show "roofing materials, pitch of roof, roof ventilation design" and lists a "LUC Plan Review Fee" of $500 for "New Building or Remodel" (first 4 hours; $75/hour after) plus a Building Permit Fee "determined by the Building Official, based upon valuation of project."
Inspection requirements
Per the 2018 IRC Amendments (Appendix B), Section R105.5 requires, "unless determined otherwise by the Building Official because of the size or complexity of the project," each inspection completed within 180 days of the previous one, per this schedule: "Reinforcement in footings or structural (monolithic) slab. Reinforcement in stem-wall or basement-wall. Wall and roof sheathing (as required by AHJ). Framing (which implies that plumbing, electrical and mechanical have already passed inspection or will be inspected at the time of the framing inspection). Insulation. Drywall or other interior wall coverings. All finial [final] inspections."

Land Use Code Section 107 states: "The Town of Ophir has adopted the International Residential Code (IRC), 2018 Edition, As promulgated by the International Code Council as amended by Exhibit A to Ordinance 2023-1, including appendix chapters A, B, F, I, J, L, Q, R, S AND T (of the '2018 IRC'). The 2018 IRC as amended shall apply and take effect except where it directly conflicts with the provisions of this LUC. The 2018 IRC, as amended, shall be considered a Town Building Code." Section 108 states: "The Town of Ophir has adopted the San Miguel County and the town of Ophir Prescriptive Energy Code. See Appendix B for such code. The Prescriptive Energy Code shall be considered a Town Building Code." No separate commercial International Building Code (IBC) edition is named; the LUC treats the amended 2018 IRC as the Town's building code.
