Inspection requirements
No roofing permit or associated inspection is issued, but the roofing FAQ notes several adopted-code requirements that remain in effect regardless: only one application of asphalt shingles is permitted, and a "roof recover" (overlay) is not permitted where the existing roof is water-soaked or deteriorated, where the existing covering is slate, clay, cement, or asbestos-cement tile, where the roof already has two or more coverings, or where it already has an asphalt shingle layer (R908.3.1.1 and OUBCC Amendment); a drip edge is required at eaves and rakes, though a metal drip edge is not required under a specific shingle-mold exception (R905.2.8.5 and OUBCC Amendment); and ice barrier underlayment is required only as a 36-inch-wide strip in valleys and at roof pitch changes, not roof-wide (R905.1.2 with OUBCC Amendment).

The City of Norman's Building Codes page states the city adopted, effective June 22, 2023 under Ordinance O-2223-41: the 2018 International Building Code, 2018 International Existing Building Code, 2018 International Residential Code, 2018 International Plumbing Code, and 2018 International Fuel Gas Code (each with State and Local Amendments), the 2018 International Property Maintenance Code (with Local Amendments), the 2006 International Energy Conservation Code, and the 2020 National Electrical Code (NFPA 70) with State and Local Amendments. The roofing FAQ separately confirms the applicable roofing chapter is the "2018 International Residential Code" with OUBCC (Oklahoma Uniform Building Code Commission) and local amendments.
