The Community Development Department administers building permits, plan review, inspections, and contractor/business licensing citywide. The department's own Roofing Codes page states that re-roofing and re-decking of homes requires no permit and no license, while directing that such work follow the 2018 IBC.

Permit process note
The City of Mustang's Roofing Codes page states: "Roofing contractors and homeowners wanting to reroof their homes must follow the 2018 IBC. No permit is necessary and no licenses are necessary for re-roofing and re-decking homes." This exempts ordinary residential re-roofing and re-decking from both the permit and contractor-license requirements that otherwise apply to construction work in the city; questions are directed to Chief Building Official Wayne Blethrow.

The City of Mustang's Residential Permits & Inspections page states that "the City of Mustang and the Oklahoma Uniform Building Code Commission ('OUBCC') have adopted the 2018 International Code Council of the International Residential Code for one and two-family dwellings ('IRC') as the statewide code," with OUBCC- and city-approved amendments, and that "the City of Mustang adheres to the following codes for construction: 2018 IRC, IBC, IPC, IMC, IFC, FGC and the 2020 NEC." Separately, the Roofing Codes page specifies that re-roofing work itself must follow the 2018 IBC.
