The town's official Chapter 17.7 Building Regulations document lists the specific ICC exams by trade, including "Roofing Contractor Exam for all roofing contractors or subcontractors or roofing permits," and states each contracting company must have at least one license holder holding the currently-adopted ICC certification matching their trade, with the Town building license renewed after the Town adopts updated ICC codes. Permitting is run through the OpenGov portal, where "Contractors must also complete the Contractor Registration permit type before submitting any new permit applications." The Town's Cedar Shake Roof Replacement program page states the application steps for a re-roof verbatim: "Submit a Design Review Process Application for approval to re-roof your home or building from Cedar Shake and Shingle to a Town of Mountain Village-approved fire- rated roofing material. Hire a town-approved roofing contractor to perform the work. Submit a Town of Mountain Village Building Permit upon approval of your Design Review Process Application (and pay your building permit)." The program (2025) waives up to $25,000 in building permit fees per property for re-roofs off cedar shake (San Miguel County fees still apply), and can be combined with the Wildfire Mitigation/Defensible Space Incentive Program. Separately, within the Mountain Village Center specifically, the town's roofing guidance page states: "The CDC requires most roofing projects within the Village Center to submit a Class 3 Development Application for a project- specific design review, unless the roofing material[] is being repaired or replaced" with like materials (which does not require Design Review Board review). For new development or roof replacements not qualifying as a repair/replacement, CDC Section 17.5.6(C)(3) permits, subject to DRB contextual-compatibility approval: Burnt Sienna Concrete Tiles, compatible earth-tone materials, brown pre-patina copper, standing seam or bonderized metals in dark grey or black, zinc, and non-reflective solar roof tiles (other variations allowed with specific DRB approval). Inspections are requested through the applicant's OpenGov account (request the previous day before 3 p.m.); partial inspections are approved at the inspector's discretion and may be disapproved if a substantial portion of the work is incomplete. Applicants must provide the approved red-lined plans, permit card, and any engineered documents to the inspector at the job site, with the job-site address and permit clearly posted.
