Permit process note
Per the FAQ "Do I need a permit to re-roof?": "One & two-family dwellings do not require a permit to replace shingles only," but permits are required for re-roofing that includes "repair or replacement of roof decking, or structural members like rafters or trusses." Separately, "All commercial buildings require a building permit to re-roof." The FAQ also notes that all re-roofing projects, including those that do not require a permit, must meet code provisions, and that flashings and drip edges are required.
Inspection requirements
The re-roof FAQ cites the 2018 International Residential Code sections governing re-roofing work regardless of permit status: roof sheathing requirements under Section R803 and Table R503.2.1.1(1), asphalt shingle underlayment/attachment requirements under Section R905.2.8.5, and attic/roof ventilation requirements under Section 806.

The Building Information & Codes page states "The City of Mansfield has adopted the 2018 edition of Building Codes with local amendments with an effective date of August 1, 2019," listing the 2018 International Building, Energy Conservation, Existing Building, Fire, Fuel Gas, Mechanical, Plumbing, Property Maintenance, Residential, and Swimming Pool and Spa Codes. It further notes "The state of Texas has adopted the 2023 National Electrical Code as of September 1, 2023 as has the City of Mansfield in 2024."
