The building permit authority for unincorporated Lincoln County on Colorado's eastern plains, including Karval and the unincorporated section of Limon. The Land Use Office in Hugo issues building permits, and the county adopted the 2018 IRC and IBC as its minimum building code standard in June 2023.

Permit process note
The Land Use Office handles all building permits for the unincorporated portion of the county, including the town of Karval and the unincorporated section of Limon. Permits are required for projects including new homes, room additions, garages, outbuildings, decks with attached roofs, basement finishes, remodeling, and structural modifications.
Inspection requirements
All buildings must conform to the county's adopted 2018 IRC and IBC standards and pass all required inspections of both the County and the State.
Adopted code
In June 2023 the Lincoln County Board of County Commissioners adopted the 2018 International Residential Code and 2018 International Building Code as the building code standard, at a minimum.
