  • license: The city's Residential Asphalt Roofing Code Summary states under "Contractors Licensing": "The homeowner may obtain the permit; however, if the homeowner is hiring a contractor to perform the work then the contractor is required have a valid Johnson County Contractor License and City of Lenexa Business License. All roofing contractors are also required to be current on the State of Kansas Roofer's Registration."

The city's Residential & Commercial Permit Application lists "Re-roof" as a distinct project-type checkbox for both residential and commercial projects, and its fee table states: "Commercial re-roofing permits refer to table B1, minimum $100. Residential re-roofing permits refer to table B2, minimum $50." Residential re-roofing fees are calculated from Table A2, which lists "Re-roofing: Refer to Table B2 - minimum $50."
Inspection requirements
The city's Residential Asphalt Roofing Code Summary instructs: "For re-roof permits please schedule an 'in-progress' inspection for the below items accordingly," covering: an ice barrier (Section R905.1.2) of at least two cemented underlayment layers or a self-adhering polymer-modified bitumen sheet extending not less than 24 inches inside the exterior wall line (36 inches measured along the slope on roofs 8:12 or steeper); asphalt shingles fastened to solidly sheathed decks (Section 905.2.1); underlayment installed over the drip edge at eaves and under it at rakes (Section 905.2.8.5); a tear-off of all existing roof coverings before applying new roofing where the existing covering is water-soaked or deteriorated, is slate/clay/cement/asbestos-cement tile, or already has two or more layers (Section R908); replacement of rusted, damaged, or deteriorated flashing, edging, outlets, or vents, with aggregate surfacing materials not reinstalled (Section 908.5); and attic/rafter space ventilation of not less than 1/150 of the vented area (reducible to 1/300 with 40-50% of vents in the upper portion) (Section R806).

The city's Residential Asphalt Roofing Code Summary confirms roof coverings "shall be applied in accordance with all applicable provisions of the 2018 International Residential Code and the manufacturer's installation instructions."
