Permit process note
The city's "Roofing Requirements" summary lists as a Common Code Requirement: "Mid-Phase Required – An in progress inspection is required to confirm compliance. This includes new homes, additions, and re-roofs. Please schedule and confirm approval prior to completing to avoid penalties." Separately, the city's "Application for Roofing Material and/or Color" (fee $75.00) requires applicants to submit a "Copy of Building Permit for homeowner's re-roofing project" as one of its mandatory attachments, confirming a building permit is issued for re-roofing work. The same Roofing Requirements summary states: "Partial Replacement – replacement roof coverings shall exactly match the existing roof coverings in brand, type, and color (wood shakes and wood shingles allowed to weather in). Where over 50% of the roof coverings are being replaced, complete replacement of all roof coverings is required – R907.7 as amended." Roofing materials must also be selected from the city's Approved Roofing List.

Per the Roofing Requirements summary: "Mid-Phase Required – An in progress inspection is required to confirm compliance," and per the city's Inspection Procedures document: "ROOF INSPECTIONS: Mid-phase (In-Progress) inspection is required to verify roofing material is per approved permit as well as other code requirements such as Ice and Water Shield is installed 24” inside the warm air wall at the eaves. Final inspection is required unless waived by the inspector during the Mid-Phase. The inspector will confirm kick-out flashing is installed at sidewall roof terminations in addition to other final requirements. Failure to get mid-phase inspection will result in a Complete Without Inspection Fee ($100 minimum)." All inspections are scheduled through the Access Leawood Portal.
