Hugo's Land Development Code (Ordinance No. 253) adopts the 2006 International Building Code and 2006 International Residential Code by reference, and the town adopted the 2025 Colorado Wildfire Resiliency Code by Ordinance No. 295 in April 2026. Permit applications are acquired at the Hugo Town Hall.

Permit applications "may be acquired at the Town Hall." No roofing-specific permit language is published, so no roofing-specific requirement is asserted.

Ordinance No. 253 adopts by reference "the Land Development Code of the Town of Hugo, Lincoln County, Colorado, including the International Building Code, 2006 Edition, and the International Residential Code, 2006, Edition," covering zoning, building codes, subdivision regulations, and annexation. Ordinance No. 295 (first reading March 9, 2026; second reading April 13, 2026) adopts by reference "the 2025 Edition of the Colorado Wildfire Resiliency Code," added as Section 605 of Land Development Code Article IV, pursuant to the C.R.S. 24-33.5-1236 requirement that WUI jurisdictions adopt a code meeting or exceeding the state model.
