  • license: Roofing contractors must carry $100,000 combined single limit liability insurance and submit a certificate of insurance at the time of permit application, identifying the insurance limits, policy number, insurance company, and effective/expiration dates.
Permit process note
Repair or replacement of less than one square of shingles does not require a permit; all other roof replacement work does. All roofing material must be removed prior to new application, except that one layer of asphalt shingles may receive one additional layer over it; 3-tab shingles and roof recover over two or more existing layers are not allowed. The permit card must be posted on the house before work begins, and no work may begin until the permit is issued by Town Hall.
Inspection requirements
An ice barrier is required per IRC section R905.1.2, with a drip edge per R905.2.8.5. Underlayment must be 1 layer minimum on roofs 4:12 slope or greater, 2 layers on 2:12-4:12 slope, and modified bitumen below 2:12 slope. Fasteners must meet manufacturer instructions and ASTM F1667 for 115 mph ultimate wind exposure C. A mid-roof inspection is required only for commercial roof assemblies. The contractor must provide a secured ladder on site for the inspector (per IRC 109.3 and IBC 110.5), and all debris in the yard, roof, and gutters/downspouts must be cleaned up before calling for inspection.
Adopted code
A building-code update is in progress: the Town is adopting the 2024 ICC codes (including solar and EV-ready codes), with the Town Council process begun in June 2026 and draft 2024 building and fire code amendments published; the town's current roofing regulations were written to the 2018 IRC.
