The same fee schedule states: "Issuing of Addresses ... Physical addresses within the town limits will be issued at No cost to the owner of the property." The Municipal Code's sign-permit section states applications "shall be made in writing on forms prepared and furnished by Town Clerk," indicating the Town Clerk administers permit intake generally. No separate contractor-licensing or registration requirement is stated anywhere in the fee schedule or the 207-page Municipal Code; the word "contractor" appears only in unrelated procurement, nuisance, and penalty-clause contexts.
