City of Herrin Code Enforcement

Building permits in the City of Herrin, Illinois, in Williamson County, are handled by the City's Code Enforcement office, whose page lists building permits among its services, at City Hall, 300 North Park Avenue. The Illinois Capital Development Board says "The State has not adopted a building code for repairs to existing single family residences," so Herrin's roofing rules are its own: Chapter 6 of the City's Revised Code of Ordinances, which the City posts on its own site, adopts the 2012 International Residential Code with City changes. This listing covers the office's contact details, the City's own statements on code and permits, and the rules state law sets for every Illinois roofer.

Registration details
  • state_level: Illinois licenses roofing contractors statewide with no dollar threshold. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." Under 225 ILCS 335/5(a-3), "A municipality or a county that requires a building permit may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State," and a holder of a limited license is restricted to permits for work on residential properties of 8 units or less. The Illinois Department of Financial and Professional Regulation lists "Roofing Contractor, Licensed" among the professions it licenses.
Permit process note
The City's Code Enforcement page lists "Building Permits: Anything over 10 sq ft under roof" at "10 cents per sq ft," and the City's Building Permit Application asks for the "Type of Improvement" ("New Building," "Addition" or "Repair/Alter") and the "Total Cost of Project." Chapter 6 of the City Code also carries a "RESIDENTIAL PERMIT FEE SCHEDULE" keyed to project cost, starting at $54 for work "Up to 1" thousand dollars. The City's changes to the residential code rewrite the first item of "Section R105.2. Work Exempt from Permit" (small detached sheds) and do not mention roofing, and neither page says in terms whether a re-roof needs a permit, so this listing does not state a yes or no answer for one. Inspections are booked by phone with the codes inspector at 618-942-6004.
Adopted code
THE 2012 INTERNATIONAL RESIDENTIAL CODE WITH CITY CHANGES, PER CHAPTER 6 OF THE CITY CODE AS THE CITY POSTS IT. Section 6-2-1 adopts a code "as the Residential Building Code for the City, for the control of one and two-family buildings and structures" and makes "the 2012 International Residential Code and accumulative supplements thereto" part of the City Code. The section's opening words name the "2012 International Building" code instead, while its title, its article heading and its body name the 2012 International Residential Code. The City's changes insert the City's name, rewrite the first item of the work-exempt-from-permit list, delete the garage door self-closing requirement of Section R302.5.1, and provide that "Section R313. Automatic Sprinkler Systems shall be deleted in its entirety." None of them touches the roof provisions. Section 6-5-1 adopts the "2012 International Existing Building Code" for "the repair, alteration, change of occupancy, addition and relocation of existing buildings." The copy this listing read is the Revised Code the City links from its Code Enforcement page, with a supplement dated January 1, 2026.
Impact-resistant roofing
Not required — NOT REQUIRED BY THE CITY'S BUILDING CHAPTER. Chapter 6 of the City Code, Building Regulations, as the City posts it, was read in full, including every article and every City change to the building, residential, existing building, mechanical, energy and electrical codes it adopts, and contains no UL 2218, Class 4, hail or impact resistance requirement for roof coverings.
Sales & use tax
Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Herrin job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property (materials and fixtures) incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The Illinois Department of Revenue states the Use Tax rate as "6.25% of the purchase price or fair market value, whichever is greater." Where the contractor buys for resale, the local tax follows "the place of business at or from which the contractor or builder handles the transaction" (130.2075(b)(3)), so the combined rate on materials is the supply house's or the contractor's, which this record does not pin down. The authoritative lookup is the Illinois Department of Revenue's MyTax Illinois Tax Rate Finder.
