Permit process note
The town's "Application for Building Permit" (posted under both the Building Department and Permits and Applications pages) is a general-purpose permit covering "New Building" and "Alteration or Addition to Existing Property," collecting the homeowner, contractor, work description, and estimated material cost; permit fees are $10 for $0-$1,000 of valuation, $25 for $1,001-$2,500, and $25 plus $5 per additional $1,000 above that, plus a 4.5% use tax. The form states "Allow 3 working days for the processing of the permit. If work has not begun within 180 days, the applicant must file for a new permit and pay the permit charges again," and requires the applicant to certify the work will be done "in accordance with the ordinances of the Town of Haxtun." The form is validated by the Town of Haxtun Building Inspector. Neither the form nor Municipal Code Chapter 150 names roofing or re-roofing as a distinct permit category; roofing work would fall under this general building permit and under the adopted IRC.

Haxtun Municipal Code § 150.01 adopts "The International Building Code, 2018 Edition ... Chapters 1 through 35 inclusive, and Appendices C, E, H, I, & J" with listed local amendments (Ord. 2025-1, passed 10-6-2025). § 150.02 separately adopts "The International Residential Code, 2018 Edition ... Chapters 1 through 43 inclusive and Appendices F, G, H, and L" as the town's Residential Building Code, again with local amendments. The IRC's local climatic/geographic design table (Table R301.2(1)) sets a Ground Snow Load of 30 psf, Wind Design Speed of 115 mph, Seismic Design Category B, and states "Ice Barrier Underlayment Required: YES" -- a direct, roofing-specific requirement. The town also adopted 2018-edition International Mechanical, Fuel Gas, Property Maintenance, Existing Building, and Energy Conservation Codes, the Colorado Model Electric Ready and Solar Ready Code, the International Plumbing Code, and the National Electric Code under the same Chapter 150 (§§ 150.03-150.11).
