Permit process note
The Building Permits page states that permit applications are submitted through the city's online Permit Application Portal, that "Contractors are required to create an account prior to applying," and that "In order for the permit to be processed and issued in a timely manner, a contractor must obtain an Occupational License." Per section 6-10.3, "A single-family homeowner may apply for their own permits," though for mechanical, electrical, and plumbing work the homeowner must furnish satisfactory evidence they intend to do the proposed work themselves.
