Permit process note
The Town's Building Permits page states: "The Town of Grand Lake contracts building services with the Grand County Building Department. With the exception of Right-of-Way (ROW) and Grading permits, ALL building/construction permits and ALL inspections go through the Grand County Building Department, and must be submitted via CloudPermit." Its permit-requirement language: "Any building or structure work including construction, alteration, demolition, repairs and any modifications to electrical, gas, mechanical or plumbing systems, requires a permit," with exceptions limited to finish work (painting, papering, tiling, carpeting, cabinets, counter tops), detached accessory structures under 120 square feet, fences under six feet, small retaining walls and similar minor items - roofing is not among the listed exceptions, and applications must "Upload a material/color sample... of the roof/siding/window color" (e.g. "asphalt roofing in red"). Grand County's building page describes the same two-tier flow: "If your project is within the towns of Grand Lake, Hot Sulphur Springs, or Kremmling, start with the town in question to have them review and sign off on their zoning authority, then bring your application packet to the County Building and Sanitation Services Office." In addition to County fees, the Town requires its Use Taxes and Affordable Housing Fees Calculation Sheet, Use Tax Consent Form, and Grand Lake Planning Department Consent Form on all building projects. Building regulations are codified in Municipal Code Chapter 9.
