Permit process note
The Re-Roofing page states "Permits are required when the value of the roof repairs are $2,000 or greater," with a standard re-roofing permit fee of $175 ($140 plus a $35 processing fee). Applicants must provide an executed roofing contract or insurance adjuster's scope of work; pitch changes require detailed plans showing the proposed change, and material changes require manufacturer specifications, with metal roofing required to be 26 gauge or better.

The Re-Roofing page separately states "Per the 2015 edition of the International residential Code all roofs are allowed up to two layers of shingles."
