Registration details
  • license: "Contractors must register with the Building Inspections Division prior to doing work in Frisco." Registered trades include 3rd party rater, electrical, engineer of record (residential structural/foundations), fence, general, mechanical (HVAC), plumbing, pool, and sign contractors. Registration requires a copy of master's license(s) and Commercial General Liability insurance naming the City of Frisco as certificate holder; the resulting "R-Number" expires the same day as the liability insurance and must be renewed annually within 30 days of expiration. Electrical and plumbing registrations carry no fee; sign contractors and "all others" pay $50.00. Permits will not be issued to unregistered contractors.
Permit process note
Residential permits are submitted online; the city's "Self Service" category offers immediate access to select residential permits "when replacing: heating/cooling systems, roofs with the same material, water heaters, doors and windows, and minor electrical and plumbing projects," while permits for new home construction, additions, and other work requiring electronic review are processed separately. Applications are submitted through the Avolve electronic permit and plan review system, and a 6% Technology Fee applies to "all permits, projects, licenses, and other submittals" effective August 1, 2026 under Ordinance 2026-05-40, with limited exclusions.
Inspection requirements
Contractors must submit building inspection requests through the eTRAKiT system; online requests submitted before 7 a.m. are completed the same day. Homeowners without a contractor associated with their permit may request inspections by email, with requests received before 4 p.m. scheduled for the next business day and later requests scheduled for the second business day.
