Permit process note
The Town Code's Zoning Ordinance (Section 4-02, "Building Permits") states: "No building shall be erected, moved, or structurally altered unless a permit has been issued by the Zoning Administrator and no permit shall be issued unless the building or structure proposed is in full conformance with the Zoning Ordinance, except instances where a permit has been granted for a variance by the Board of Trustees." It further states: "The applicant must agree to conform to the most up-to-date building standards governing the use of their building and/or structure according to Section 3-02 in the Zoning Ordinance. This includes most current building codes, electric codes, and all other applicable codes... By police, the town can update which codes are being used." Elsewhere the code states: "The Zoning Administrator, or his deputy, have authority to issue building permits and certificates of occupancy. He has the authority to make inspections and all decisions necessary to properly enforce the Zoning Ordinance." A fee is charged "for the examination and administration of this permit... as set by the Board of Trustees." The Town does not name a specific roofing permit category or contractor registration/licensing requirement in the published code. A Fleming Building Permit application form is posted on the Town Code page.
