The building permit authority for the Town of Empire, a small home rule town at the foot of Berthoud Pass in Clear Creek County. Empire administers its own building regulations rather than deferring to Clear Creek County: the County's Building Department states its services apply only "within the unincorporated areas of Clear Creek County," and Empire's own Ordinance 170 (Land Use & Zoning Regulations) designates a Town Building Inspector who administers and enforces the Town's building code, which adopts the 1991 editions of the Uniform Building Code, Uniform Plumbing Code, Uniform Mechanical Code, and National Electrical Code.

Permit process note
Ordinance 170, Article IV, Section 2.1 states: "The Building Inspector designated by the Board of Trustees shall administer and enforce the building code requirements of the Town of Empire... The Building Inspector and the Zoning Officer may be the same individual." Section 3.1 adopts the Uniform Building, Plumbing, Mechanical, and National Electrical Codes "for regulating the erection, construction, enlargement, alteration, repair, moving, removal, demolition, conversion, occupancy, use, height, and maintenance of all buildings and/or structures in the Town of Empire, providing for the issuance of permits and collection of fees therefore." The Town's own "Applications & Permits" web page lists no separate building-permit form (only excavation, OHV, conditional-use, short-term rental, and CORA requests are posted there), so contacting Town Hall directly is the practical way to start a building/roofing permit.

Ordinance 170, Article IV, Section 3.1 states the Town has adopted "documents, being marked and designated as 'Uniform Building Code' 1991 Edition, 'Uniform Plumbing Code' 1991 Edition, 'Uniform Mechanical Code' 1991 Edition, and 'National Electrical Code' 1991 Edition, published by the International Conference of Building Officials... as the Code of the Town of Empire." Section 3.2 notes this repealed the Town's prior 1979/1981 Uniform code adoptions (Ordinance Nos. 182-184).
