The building permit authority for the Town of Elizabeth in Elbert County, Colorado. Building services including plan review, inspections, and permit issuance are provided with the assistance of SAFEbuilt, Inc. The town does not require contractor licensing to pull a permit, enforces the 2018 IBC, and requires final (and in some cases mid-roof) inspections for re-roofs.

Permit process note
SAFEbuilt, Inc. assists the Town with building services, including architectural review, inspections, and issuance of building permits. The Town only issues building permits for addresses located within the municipal town limits; addresses outside town limits obtain permits through Elbert County. The Town does not require contractor licensing or registration to pull a permit.
Inspection requirements
A re-roof requires a final inspection with a ladder provided onsite, and a mid-roof inspection is required when the primary roof pitch is less than 4:12.

The Town of Elizabeth is on the 2018 version of the International Building Code and the 2023 National Electrical Code.
