In answer to "Do you require a permit for replacing or repairing existing roof coverings on residential structures?" the department states: "No, a permit is not required. Our department does not inspect new roof coverings or re-roofing of residential structures." The FAQ adds that all requirements of the adopted code are still enforced and in effect even though no permit or inspection is required, and that homeowners with code questions will be furnished the current state-adopted code language on repairing or re-roofing for insurance purposes only, with any dispute between a roof installer and homeowner treated as a civil matter.
Inspection requirements
"Our department does not inspect new roof coverings or re-roofing of residential structures." Applicable code requirements enforced without inspection include: drip edge required for asphalt shingle installations per manufacturer instructions; valley flashing/lining required (multiple code-approved options under IRC R905 for asphalt installations); a chimney cricket required per IRC R903.2.2 where the chimney is more than 30 inches wide perpendicular to the slope; and ice and water shield currently required only at valleys and at roof pitch changes where the lower pitch is less than the upper pitch.

The City of Edmond's Building Codes page states the city adopted the 2018 ICC family of codes effective August 14, 2023 ("Any permits applied and/or issued on or after August 14, 2023, will fall under the 2018 codes"), comprising the 2018 International Building Code, 2018 International Fire Code, 2018 International Residential Code, 2018 International Plumbing Code, 2018 International Fuel Gas Code, 2018 International Mechanical Code, 2015 International Property Maintenance Code, 2020 Administrative Provisions of the Electric Code, 2020 National Electric Code, 2010 ADA Accessibility Guidelines, and 2009 ANSI A117.1.
