Registration details
  • insurance: Roofing contractors must carry $100,000.00 combined single limit liability insurance. A certificate of insurance identifying the limits, policy number, insurer, effective date, and expiration must be submitted at time of application, along with an endorsement requiring ten days' advance written notice to the Town of Eaton in the event of cancellation.
Permit process note
Building permits must be posted on the house prior to starting work. Applications, payment, and permit issuance run through the CommunityCore portal; the issued permit must be downloaded, printed, and kept on-site for the inspector. Per the Town's roofing regulations, re-roofing follows Chapter 9 of the 2024 IRC: full tear-off to the deck is required (one-layer overlay is rarely permitted), ice barrier is required from the lowest roof edges to at least 24 inches inside the exterior wall line, and drip edge is required at eaves and gables.
Inspection requirements
Inspections are scheduled through the CommunityCore portal (Schedule Inspections tab) and performed by SAFEbuilt, the Town's contract building inspector (970-305-3161). Results are sent by notification.
Adopted code
Ordinance 664 (adopted November 20, 2025) adopts the 2024 editions of the International Building, Residential, Mechanical, Fuel Gas, Plumbing, Energy Conservation, Property Maintenance, Existing Building, and Swimming Pool and Spa Codes, the National Electrical Code, and the Colorado Model Electric and Solar Ready and Colorado Wildfire Resiliency Codes, effective January 1, 2026. The Town's roofing regulations reference 2024 IRC sections R901-R908.
