Housed within Douglas County Environmental Services, the Permits and Inspections Division issues building, electrical, mechanical, and re-roof permits, and performs inspections, for the unincorporated portions of western Douglas County, and provides permitting and inspection services on a contract basis for the City of Valley, the City of Bennington, and the Village of Waterloo. For most of the rest of Douglas County, the City of Omaha's Planning Department is the permitting authority.

The Permits and Inspections Division's "When are Permits Required" FAQ lists "Re-roofs" among the typical examples of work needing a permit, alongside accessory structures (decks, fences, garages, pole barns, sheds, swimming pools), any commercial building/addition/alteration, finished interior areas not part of the original permit, dwellings, furnaces and water heaters, and upgrading electrical service. The same page states: "Most commercial and residential construction projects require the owner or contractor to apply for a permit through the division, pay an associated fee, and submit to inspections at key points during construction." Applications are handled through the county's SmartGov online portal (co-douglas-ne.smartgovcommunity.com).
