Permit process note
The Town's Building Permit Checklist states: "All construction must be hooked up to the town's water and sewer services, or a septic system, if applicable. The town does not have a building code." It continues: "The Property owner will apply for a building permit and include all necessary attachments and fees," and "The Town Clerk or designee will approve the building permit, if complete, unless there are extenuating circumstances or details that require review by the Planning Commission." The Application for Residential Building Permit covers "Addition, Remodel, ADU, Other, Single Unit Residence, Multi-Unit Residence, Mobile Home, Perimeter Fence, Shed, 20'x20' Shipping Container" as its use categories, with fees of "$80.00 per single unit residential, $50.00 per unit/multi- unit residential, and $25.00 for sheds and shipping containers. There is no fee for fences. All permits include up to two inspections. Additional inspections are $40.00 each." The application further states: "The Town of Crestone cooperates with the Colorado State Plumbing and Electrical agencies. The owner and/or builder is responsible for obtaining plumbing and electrical permits from these State or County agencies prior to starting any plumbing or electrical work." A search of the Town's 453-page Municipal Code (updated 2022-09-20) returns no reference to "roof," "contractor," or "building code."
Inspection requirements
"After receiving the building permit, the property owner must stake out the building footprint and call Town Hall at (719) 256-4313 to schedule the first inspection. This inspection will verify that the building location matches the submitted plans and will ensure that all setback requirements are met." Later: "After the building is completed and the exterior sealed, the property owner must contact Town Hall to schedule the second inspection to verify that the building size and location conform to the submitted plans. The interior of the building does not have to be completed for the designated inspector to sign off on the building permit." Copies of state/county plumbing and electrical inspections, and septic designs where applicable, "must be remitted to Town Hall throughout the building process."
