The land-use and building permit authority for Costilla County, Colorado (San Luis area), in the San Luis Valley. The county requires a Land Use Permit for construction projects and property improvements generally; roofing/reroofing is not broken out as its own named permit type in the county's published permit list, and the county's Construction Application form lists only New Residential, Remodel, Addition, and Accessory Building as construction types.

Permit process note
Costilla County requires a Land Use Permit before purchasing property, starting any construction project, or otherwise changing or improving property. Construction Permits must be renewed annually; the Land Use Administrator may issue up to three annual permits per property owner, with a fourth requiring a variance request to the Board of County Commissioners. Permit applications must have a physical signature and may be faxed or emailed. A New Permit Fee Schedule was approved by the Board of County Commissioners on November 19, 2019.

Costilla County has adopted the 2018 Building Code (International Residential Code / IRC). Countywide design criteria: 30 lbs/square foot snow load and 115 mph wind load.
