Registration details
  • license: Anyone doing work for compensation in Columbine Valley must be licensed by the Town, with a separate Roofer license category (per full year = $100; per half year after June 30 = $50, i.e. 50% of the annual fee). Other license categories include General Contractor ($160/$80), Plumber ($100/$50), and Mechanical ($100/$50); Electrician licensing carries no fee. All Town contractor licenses expire on December 31 each year.
Permit process note
A building permit is required any time there is an addition, alteration, repair or conversion to a home, and the Town's example list of permit- requiring work explicitly includes reroofing (along with water heater replacement, kitchen remodels, basement finishes, and deck construction). Permits are not required for painting, drain cleaning, new floor coverings, gutters, or other cosmetic improvements. The Building Department publishes three permit application types: a Non-Structural Building Permit (e.g., siding, like-for-like windows, AC/water heater swaps), a Building Permit with Plan Review (structural changes, new homes), and a dedicated Roofing Permit Application for standard roof replacement (asphalt shingles, shake shingles, ceramic tiles); a stamped engineer letter is required if the reroof involves structural modification, and the Building Department may request a Mid-Roof Waiver from the homeowner on some projects. Homeowners may pull their own permits as DIY, but any subcontractor they employ must hold a Town contractor license, and the Town will not issue a permit to a homeowner for work performed by unlicensed contractors. Every building permit application must be accompanied by a copy of the signed contractor- homeowner contract and, for any project altering the building exterior (including roofs and windows), HOA approval. Small projects are typically permitted within a few days; larger projects such as home additions may take up to a week. The building permit fee is based on the estimated value of the work, and Town of Columbine Valley Sales & Use Tax (valuation x 50% x 3%) plus Arapahoe County Open Space Tax (valuation x 50% x 0.25%) are assessed on top of it, with a Plan Review Fee (permit fee x 65%) added when plans require code-compliance review.
Inspection requirements
Inspections are performed by the Town's own Building Department, not a delegated county or contract inspector. To request an inspection, call Town Hall at 303-795-1434 between 8 a.m. and noon, Monday through Friday; inspections requested before noon are completed the following business day on a first-come, first-served basis, and the Town can typically accommodate four to six inspections per day. The Building Department recommends a contractor or homeowner be present at the inspection; a failed or incomplete inspection may carry a $45 re-inspection fee. Certificates of Occupancy are issued following final inspection once a structure is complete.

The Town of Columbine Valley has adopted the 2024 International Building Code and International Residential Code, and the 2023 National Electrical Code. The Town additionally publishes its own roofing-specific requirements: an ice barrier is required on eave edges for all new roof tear-offs, extending 24 inches from the exterior wall; drip edge metal is required at eaves and gable ends, extending a minimum of 2 inches onto the roof surface and 1.5 inches over the exposed decking edge; total net free roof-vent area must be at least 1 square foot per 150 square feet of roof area; nail-down mineral surfaced roll roofing is not allowed (adhered or torch-down only, per manufacturer instructions); deformed neoprene plumbing vent flashings and rusted/damaged flashing, attic vents, and furnace-to-fireplace vents must be replaced; open-valley flashing must be a minimum 24-inch-wide, 26-gauge galvanized steel; wall- to-roof flashing and counter-flashing are required (counter-flashing may be omitted if the wall flashing's top edge is covered by approved exterior siding); and asphalt shingles must be fastened to solidly sheathed decks, with solid sheathing required if spaced decking gaps are 0.25 inch or greater.
