Development Services issues permits for ground-disturbing residential and commercial projects and on-site sewage facilities (OSSF), and administers the county's state-authorized notice-and-inspection program for new residential construction. Its own FAQ states that re-roofing does not require a county permit and that contractors are not required to register with the county.

Collin County's FAQ states: "Do Contractors need to register to do work within Collin County's permitting jurisdiction? No, contractors do not need to register with Collin County to do work within the County's jurisdiction." On residential permitting, the FAQ states: "Only projects that will result in disturbance of ground or addition of footprint on a parcel of land will require a permit (for example - a new structure, an addition, swimming pools, fencing, grading/ filling, a new pond, etc.) or an extensive remodel of a dwelling structure that adds a bedroom or otherwise doubles the value of the structure require permitting." It continues: "Permits are not required for projects like: re-roofing, new electrical service on an existing structure, roof-mounted solar panels, water heater or AC unit change out, etc." The FAQ notes that both unincorporated and ETJ properties are always within the county's permitting jurisdiction and that the county does not have zoning in unincorporated areas except for sexually-oriented businesses, salvage/junk yards, and animal slaughter operations. Separately, new residential construction is subject to a state-authorized notice-and-inspection program: a third-party inspector (a licensed engineer, registered architect, Texas Real Estate Commission-licensed inspector, or ICC-certified residential combination inspector, among others) must perform at least three inspections - foundation stage before concrete placement, framing/mechanical stage before drywall, and on completion - after which the builder must submit a notice of passing inspection to Development Services within 10 days of the final inspection.
