Permit process note
The Town's "Apply for a Land Use Permit" page lists: "Building Permit, Demolition Instructions, Excavation Permit, Livestock Application, Water/Sewer Tap Application. Please refer to the Town Code for all requirements related to your specific land use permit application." Filing fees are listed as "Building/Demolition Permit: $80" and "Excavation Permit: $180," payable "by cash, check, or credit card." The page states "Most permit applications are reviewed by our contracted Planner. The typical turnaround time is approximately one week (5 business days)." Notably, Municipal Code section 6.32.020 amends IRC Section R105.2 (Work exempt from permit) by adding: "Building Item 12. Re-roofing of buildings regulated by this code that do not exceed limits of section R908.3.1 and 908.3.1.1" - making qualifying re-roofs exempt from a building permit in Collbran, a rare explicit local exemption (re-siding and small plastic crop shelters are likewise added as exempt). The same chapter adds IRC Section R328 wildfire amendments: in areas with a wildfire hazard rating of medium or above on the County wildfire hazard map, "Roof coverings for new buildings or structures or additions thereto or roof covering utilized for re-roofing, shall be Class A or B, tested in accordance with ASME E108 or UL790 or an approved noncombustible roof covering," and roof valley flashings must be at least No. 26 galvanized corrosion-resistant metal.

Municipal Code Chapter 6 (Building and Construction Code, adopted by Ord. 02 Series of 2023 on 12/5/2023) adopts the International Building Code, 2018 edition, and the International Residential Code, 2018 edition, "together with amendments set forth below," alongside articles adopting the International Plumbing, Mechanical, Fuel Gas, Existing Building, and Energy Conservation Codes and the National Electrical Code.
