The Town's "Building Permits & Inspections" page states: "The Building Permits and Inspections Department is responsible for: Conducting building construction inspections[,] Issuing building permits[,] Issuing certificate of occupancy permits[,] Reviewing building plans[,] Working directly with the Planning and Zoning Commission." It continues: "To obtain a permit for both residential uses, simply download the forms below or give us a call and we will be happy to provide you with the necessary forms," linking a "Residential Building Permit" and a "Building Permit" application. Neither the page nor the application forms states whether roofing work specifically triggers a permit or any contractor-license requirement. Municipal Code section 6.04.010 requires proof of survey by a licensed surveyor "before any new construction begins," and section 6.04.060 states "County building requirements 5.1.1 and 5.1.3 are adopted."

Municipal Code section 6.08.010 (Ord. No. 2 Series 2009, recodified by Ord. No. 1 Series 2023 on 12-28-2023): "The following codes are hereby adopted for use and regulation of buildings and structures within the town... A. International Building Code, 2006 edition of the International Code Council, including Appendix chapter C and J. B. International Residential Code, 2006 edition of the International Code Council, including Appendix chapters G, H, and M." The 2006 International Energy Conservation Code is adopted as the town's energy code.
