The Town publishes a generic "BUILDING PERMIT" application form (Town of Cheyenne Wells, State of Colorado) requiring owner/applicant name, physical address, zoning, intended use, "CLASS OF WORK: NEW, ADDITION, ALTERATION, REPAIR, MOVE, TEAR DOWN," approximate valuation, size of building/lot, required setbacks, and a permit fee due, to be inspected and approved before work; the form itself does not state a fee amount or name roofing specifically. Municipal Code Section 15.04.060 (Violation-Penalty) makes it "unlawful for any person, firm, or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert, or demolish, equip, use, occupy, or maintain any building or structure in the town... contrary to or in violation of any of the provisions of this chapter," punishable by a fine up to $300 or up to 90 days imprisonment, or both (Ord. 123 S5, 1963). Section 15.04.020 sets Building Permit Fees, as amended, at "5c per square foot; all other (not limited to remodeling, fences, sidewalks, etc.) a flat fee of $5.00" (Ord. 172 S2, 1984; Ord. 123 S2, 1963); no line item specific to roofing/re-roofing was found, so roofing work would fall under this general "all other" flat fee absent a more specific provision. No Town-level contractor license or registration requirement was found in the Municipal Code text obtained.

Municipal Code Section 15.04.010 (Adopted): "There is adopted by the town for the purpose of establishing rules and regulations for the construction, alteration, removal, demolition, equipment, use and occupancy, location, and maintenance of buildings and structures, including permits and penalties, that certain building code known as the Uniform Building Code, Short Form, 1961 Edition, as published by the International Conference of Building Officials... the provisions of this chapter shall be controlling in the construction of all buildings and other structures within the corporate limits of the town." (Ord. 123 S1, 1963). This 1961-edition Short Form UBC, as amended by Ord. 172 (1984) for the permit fee table, is the code in force per the Town's own codified Municipal Code as obtained from the Town's site; no newer IBC or IRC edition adoption was found. Chapter 15.08 separately codifies an Electrical Code (Ord. 48, 1917, as amended) administered by a town-created Electrical Department.
