Town of Carefree - Building Department
The Town of Carefree, Arizona (Maricopa County) issues building permits through its Building Department at Town Hall, 8 Sundial Circle. The Town's "Effective Building Codes" sheet lists the "2018 International Residential Code & Amendments" and "2018 International Building Code & Amendments," and Chapter 10 of the Town Code (Comprehensive Building Safety Code) amends the residential code to delete Section R105.2, the list of work exempt from permit. Arizona has no statewide building code, so the Town's own adoption controls. This listing covers the office's contact details, the adopted code edition, the permit exemption amendment, the Town's wind design value, and the state licensing and tax rules that apply to a roofer working in Carefree.

Registration details
- license: STATE LAYER, applies in Carefree as everywhere in Arizona. Contractors are licensed by the Arizona Registrar of Contractors under A.R.S. Title 32, Chapter 10 (32-1101 et seq.). A.R.S. 32-1121(A)(14) exempts an unlicensed person only for one project whose aggregate contract price, including labor and materials, is "less than $1,000" and whose work is "of a casual or minor nature," and says the exemption "does not apply: (a) In any case in which the performance of the work requires a local building permit." The Town's own pages read here state no separate contractor-license rule. The specific roofing classification codes and the Registrar's own licensing page were not read for this record.
Permit process note
The Town's Chapter 10 (Building), as of 10.13.22, amends the International Residential Code with "Section R105.2 Delete this section in its entirety," and the building code amendment likewise says "Section 105.2 Work exempt from permit. Delete this section in its entirety." The residential code's list of work exempt from permit therefore does not apply in Carefree. The pages read here state no separate rule for a like-for-like re-roof, so no yes-or-no answer is given for that case.
Adopted code
The Town's "Town of Carefree Effective Building Codes" sheet lists "2018 International Building Code & Amendments," "2018 International Residential Code & Amendments," "2017 National Electrical Code & Amendments," "2018 International Mechanical Code & Amendments" and "2018 International Fire Code & Amendments." The Town's building department page also lists the 2018 International Residential Code and amendments. The sheet read is dated February 2023 and the Town Code Chapter 10 copy read is dated 10.13.22; a later adoption was not checked beyond those pages, and the amendments outside the sections quoted below were not read in full for this record.
Wind design criteria
The Town's Chapter 10 amendment to Table R301.2(1) inserts "Roof Snow Load: 0," "Wind speed: 90 mph, Exposure B (Unless otherwise designated by the Building Official)," "Seismic Design Category: B," "Weathering: NEGLIGIBLE," "Frost Line Depth: 12"," "Winter Design Temperature: 24 degrees F" and "Mean Annual Temp: 71.2."
Sales & use tax
Roofing is taxed in Arizona as Prime Contracting (business code 015) under the Transaction Privilege Tax, not as a retail sale. The Arizona Department of Revenue Transaction Privilege and Other Tax Rate Tables effective October 1, 2026 list Contracting - Prime at 6.30% for Maricopa County (the 5.6% state rate plus the county rate) and at 4.00% for the Town of Carefree (city code CA), a combined 10.30%. A.R.S. 42-5075(B) sets the tax base at "sixty-five percent of the gross proceeds of sales or gross income derived from the business," so the 10.30% applies to 65% of contract income. The same statute excludes from the classification "any work or operation performed by a person that is not required to be licensed by the registrar of contractors pursuant to section 32-1121."
