The Community Permitting and Licensing Division, part of the City of Broken Arrow's Department of Community Development, issues residential and commercial building permits and registers construction contractors within the city. Permits are required for any type of structure built in the city, and anyone engaging in the business, trade, or occupation of construction must hold a current City of Broken Arrow contractor registration. The city administers the 2018 International Building Code family as adopted and amended by the Oklahoma Uniform Building Code Commission.

Registration details
  • license: Code of Ordinances Sec. 6-22 ("Local registration of general contractors"): "It shall be unlawful for any person to engage in the business, trade or occupation of construction, unless they are registered with the City of Broken Arrow and have a current and valid certificate of registration issued by the department of community development." Applicants must supply an up-to-date certificate of insurance for workers' compensation (or an Affidavit of Exemption), a copy of the contractor's driver's license, and general liability insurance of not less than $50,000.00, plus post an escrow amount set out in the Manual of Fees. Registration is annual (expires one year from issuance) and is void if the required insurance lapses. Sec. 6-22(g) exempts a property owner from registration only for work on their own existing primary residence, but that work must still comply with all permit, inspection, and code provisions. Separate city registration forms exist for General Contractor, Sub-Contractor, and Irrigation/Sign Contractor.
Permit process note
Building permit fees are set by square footage of the area involved in construction, modification, or repair (Sec. 6-301(a)), with all residential and commercial building, inspection, tap, trade, application, sign, and other permit fees set forth in the Manual of Fees adopted by the Broken Arrow City Council (Sec. 6-302). A $4.00 Oklahoma Uniform Building Code Commission (OUBCC) fee plus a $0.50 administration fee is also charged and collected at permit issuance under 59 O.S. Sec. 1000.20-1000.29 (Sec. 6-301(c)). A permit is void if not paid in full within 30 days of approval notification, and must be paid and posted at the job site before construction begins (Sec. 6-301(d)).
Inspection requirements
Sec. 6-19 requires the building inspector to inspect construction at successive stages and make a final inspection before occupancy. The required inspections are: (1) foundation inspection after trenches are excavated and steel/forms are in place; (2) post-tension cable or steel in slab inspection; (3) frame inspection, made "after the roof, all framing, fire blocking and bracing are in place," including passed plumbing top-out, mechanical overhead duct, chimney, venting, and electrical rough inspections; and (4) final inspection after all permitted work is complete. No work may proceed past a given stage without inspector approval, and reinforcing steel or structural framework may not be covered before it is approved.

"The City of Broken Arrow has the following codes adopted as amended by the State of Oklahoma with some city amendments": 2018 International Residential Code amendments, 2018 International Building Code amendments, 2018 International Fire Code amendments, 2018 International Mechanical Code amendments, 2018 International Fuel Gas Code amendments, and 2020 National Electric Code amendments. The Accessibility Code is "both the 2010 ADA Standards and 2009 ANSI A117.1 whichever is more restrictive." The Energy Conservation Code is not separately adopted; "per State amendments the 2006 IECC will be the Energy Conservation Code used where referenced in the adopted codes." Code of Ordinances Sec. 6-16 confirms the 2018 International Building Code (with Appendices C, E, F, G, I, J, and K) "as adopted and amended by the Oklahoma Uniform Building Code Commission" is the city's Building Code, and Sec. 6-23 separately adopts the 2018 International Existing Building Code.
