The City's Permits, Inspections & Reports page states "Permits may be required for structural additions, deletions, electrical, plumbing and mechanical changes. Some examples are roof replacements, a new panel box, new bathroom, and HVAC changes," and that permit fees follow the schedule in the Unified Development Code, with UDC Sec. 10-1(c) imposing "a fee double the original permit fee" for work commenced before a permit is obtained. The Unified Development Code itself, at Sec. 10-9(b) (adopting the International Existing Buildings Code, 2018 edition, with local amendments), separately amends "Section 705.3 Roof Replacement" to read "Roof replacement shall be in accordance with 1511.31 of the International Building Code," while deleting the separate "705.3.1 Roof recover," "705.3.1.1 Exceptions," and "705.4 Roof recovering" sections -- confirming roof replacement is a distinct, code-defined category of regulated work under the City's adopted codes (Sec. 10-1(a) provides for "the issuance of permits and collection of fees" for the "alteration, repair ... of all buildings or structures").
