Adopted codeThe building permit authority for the Town of Arriba, a small agricultural community on Interstate 70 in northeastern Lincoln County. Ordinance No. 154 adopts the 2018 International Building, Residential, Mechanical, and Energy Conservation Codes by reference, with the Town Clerk's office designated as the building official. The Town separately adopted the Colorado Wildfire Resiliency Code by Ordinance No. 159 for all new builds and building modifications.

Permit process note
Ordinance No. 154 (adopted June 27, 2023) states its codes are adopted "pursuant to Title 31, Article 16, Part 2 of Colorado Revised Statutes" and that the adopted International Codes "provide for the issuance of permits and the collection of fees, therefore." Section 103.1 states "the office of the Town Clerk or her/his designee is hereby the official in charge thereof shall be known as the building official." Section R105.2 amends the Residential Code's work-exempt-from-permit list so that only "one-story detached accessory structures, provided that the floor area does not exceed 120 square feet" are exempt from a building permit. Separately, the Town's homepage states "The Town of Arriba has adopted the Colorado Wild Fire Resiliency Code" and directs that "for all new builds or modifications to buildings please see the Ordinance 159 Wild Fire Code."
Inspection requirements
Ordinance No. 154's amended Table R301.2 Climatic and Geographic Design Criteria for the Town sets ground snow load at 30 psf and basic wind speed at 85 mph, with a frost line depth of 36 inches, and no mapped flood hazard area. The amended Section R905.1.2 (Ice barriers) states, "On roofs with a slope equal to or less than four units vertical in 12 units horizontal (33-percent slope), an ice barrier shall be installed for asphalt shingles, metal roof shingles, mineral-surfaced roll roofing, slate and slate-type shingles, wood shingles and wood shakes," consisting of "not fewer than two layers of underlayment cemented together, or a self-adhering polymer-modified bitumen sheet."

Ordinance No. 154 adopts, by reference, "the International Building Code, 2018 edition, the International Residential Code, 2018 edition, the International Mechanical Code, 2018 edition and the International Energy Conservation Code, 2018 edition, including the appendices of each code specified herein," with Town-specific amendments to sections including ice barriers, frost line depth, smoke/CO alarms, and electric vehicle charging systems. The Town separately adopted the Colorado Wildfire Resiliency Code by Ordinance No. 159.
