Registration details
- license: The City of Andover's Application for Contractor's License form lists a dedicated "TRADE LICENSE" category that includes "ROOFING" as its own line item with a $35 license fee, alongside Electrical, Plumbing, Mechanical, Solid Fuel, Drain Layer, Fence, Irrigation, Drive Approach, Cell Tower, Demolition, Grading, and Mobile Home Installer trade licenses. Building licenses (Class A-D, Swimming Pool, Fire Protection, Sign) range from $150-$350. The form states "PROOF OF GENERAL LIABILITY OF NOT LESS THAN $500,000.00 PER OCCURENCE, AUTOMOTIVE LIABILITY & WORKMAN'S COMPENSATION (CERTIFICATE OF INSURANCE) MUST ACCOMPANY THIS APPLICATION" and requires "CURRENT COPY OF YOUR WICHITA-SEDGWICK CO (MABCD) LICENSE OR YOUR APPLICABLE INTERNATIONAL CODE COUNCIL OR BLOCK & ASSOCIATES COMPETENCY EXAM RESULTS." Licenses expire December 31 of every odd year (trade licenses expire every even year).
Permit process note
Per the city's FAQ: "Yes, a permit is required for roof and siding replacements whenever the materials being replaced exceed 400 square feet within a 12 month period." Separately, on contractor licensing: "The general requirement is that if the work requires a permit, and the Contractor does not own the property, then the Contractor must be licensed in Andover, Kansas." The city also advises property owners not to obtain permits on a contractor's behalf, to verify the contractor's current Andover license, to confirm the contractor (not the owner) pulls the permit, and to withhold final payment until all inspections and the project are complete.
Adopted code
The city's Building Inspection FAQ lists the "Current City of Andover Codes" as the 2018 International Residential Code, 2024 International Building Code, 2024 International Mechanical Code, 2021 International Plumbing Code, 2024 National Electrical Code, 2024 International Fire Code, 2024 International Property Maintenance Code, and the 2010 ADA Standards. (The codified Article 3, Section 4-301 text at andoverks.citycode.net still shows the superseded IBC 2012 adoption via Ordinance 1387 as amended by Ordinance 1674; the city's FAQ list is the current statement.)
